A Record Search with Risk Assessment (RSRA) is a scoped-down environmental due diligence product developed for SBA-financed commercial real estate transactions. It is conducted per the SBA's Standard Operating Procedure 50 10 5(K), which defines the methodology the Small Business Administration accepts for environmental investigations on certain lower-risk properties. An RSRA is faster and significantly less expensive than a full Phase 1 ESA — making it the right call when the property and transaction profile do not require the depth of an ASTM E1527-21 assessment.

When an RSRA Is the Right Choice

The SBA permits an RSRA in place of a Phase 1 ESA when the property has lower environmental risk — typically office, retail, multi-family, and similar uses that have not historically housed environmentally sensitive activities. If the property's current or historical NAICS code falls into a higher-risk category (manufacturing, automotive services, gas stations, dry cleaners, body shops, and similar), the SBA requires a full Phase 1 ESA instead. We confirm eligibility at the point of order, so you will know within the hour whether RSRA is the right product for your deal.

What Is Included in the Report

An A3 Environmental RSRA includes a federal, state, county, and municipal regulatory database review within a 1/2-mile radius of the property. We pull historic aerial photographs going back to 1938, conduct a historical city directory search to identify past property occupancies, and review every record for indicators of environmental concern. The final deliverable is a written report with a Low Risk or High Risk classification of the property, signed by a qualified environmental professional and formatted for SBA lender review.

What an RSRA does not include is the physical site reconnaissance, the property owner interviews, and the formal Recognized Environmental Conditions analysis required by ASTM E1527-21. If those elements are required — either by the lender or by the property's risk profile — A3 Environmental will recommend stepping up to a Phase 1 ESA before any wasted effort.
